As funds permit, REF will pay the registration fees for the TOEFL, IELTS, GRE, SAT, LSAT, MCAT, GMAT, UKCAT, ACT, DAT and Cambridge English exams for exceptional students who demonstrate the potential to be admitted to undergraduate, masters, or doctoral programs. Awards are made on the basis of merit.

Application Materials

The following materials are required:
  • (1) Transcript: a scanned copy of your high school transcript (if applying to college), your undergraduate transcript (if applying to a masters program), or your undergraduate and masters transcript (if applying to a doctoral program).
  • (2) Motivation Letter: a motivation letter written in English which details: your future plans, including the universities, programs, and professions in which you are interested; your qualifications; the exam(s) you would like us to fund and when you plan to apply for and sit for the exams, and any other information about future plans or special activities in the past which you deem relevant. Your motivation letter must also mention how you plan to finance your education.
  • (3) CV or Resume
The following materials are optional but may help your chances of success:

  • (3) Other relevant documents

Selection Criteria

We generally base our decisions on the quality of grades and motivation letters. We look for a demonstrated passion and aptitude for the candidate’s chosen field of study. The motivation letter may be similar to those letters which will be sent to the universities as part of the application process. The candidate should include specific information about the dates on which he or she took or plans to take the exam for which he or she seeks reimbursement, the universities and programs of study to which he or she intends to apply (or has recently been admitted), and the application timeline. Supplementary information, such as recommendations, academic competition or olympiad results, and special activities or projects, can help to differentiate students.

How it Works

The Romanian Education Foundation will reimburse successful applicants for the cost of approved examination fees. If waiting for a reimbursement is a financial hardship for you, REF may send a check together with your completed paper-based application forms directly to the testing organization to complete the exam registration process on your behalf. This requires an earlier than usual application, however. If you are in this situation you should contact REF for special instructions.

Application Deadlines

Applications are accepted on a rolling basis. Four times a year – January 15, April 15, July 15, October 15 – the Romanian Education Foundation will consider all applications received by that date. We will announce our selections within 30 days of the end of a selection round.
